This study http://www.ncbi.nlm.nih.gov/pubmed/9356547 published in the American Journal of Clinical Nutrition found that foods with low glycemic indexes like milk products, beef, and fish had disproportionately high insulin responses. Meat, for instance spiked insulin like pure white sugar, and fish spiked insulin more than white pasta. Blood sugar spikes are caused by a number of factors, but certainly not only by carbs.
